I am trying to find info on cast-in-place concrete counters. Any info or leads to info appreciated. This is.. what it sounds like and is polished to a marble like high gloss finish, sealed with a waterproofing sealer to prevent staining, and dependant on the aggregate used and ground smooth can have a variety of finish colors. A similar look to Terrazzo, a cementuous admixture of marble chips popular in school floors over the past 100 years.

I am avoiding the usual recomendations of Corian/Plastic Lam for a more unusual look and cannot afford Granite ($45-$50/sf).

the technique is called 'terazzo'

In my past histories with concrete counters, one was poured in place and one was cast in 2'x4' molds and installed like granite.The poured in place had a higher incidence of cracking(I did not find bothersome, but the client did)It is not as cheap as you think, so I would not rule out stone.
