I know a person who wants to get into interior design as a career. This person has no college, and is in her mid forties. However, this person has a real natural talent for interior design. Two of the rooms she designed were published in a book some years ago, because they were so beautiful. Can anyone recommend how to get into this field? Is a college degree absolutely necessary? How about a certification?

AFAIK there are a lot of correspondence courses out there, but I do not know which ones are reputable.

If she doesn't want to study, but needs to earn an income, may I suggest she start by seeking employment somewhere like a sofa manufacturer, textile supply company etc. Just to see a little bit of the industry and get a feel for her next move.

If she is a woman of means, then I guess it depends on the laws in her local jurisdiction (which you have not mentioned) as to whether she can just hang out her shingle as an interior designer.
